Man almost causes car to crash by 'attacking' it with his belt

Raw video:November 21/08.SanFrancisco,California.The guy who filmed this was waiting in line for a concert,this guy came walking down the street in the middle of the road,sits down,gets back up and as an approaching car comes,he swings his belt at it. The thing is,as the driver swerves to avoid him,they clip the cerb where(off camera) was a line of people standing.
